I found that an attempt to import/insert a Picture would only happen if a slide were already selected (as noted above) but then the new image would replace the one selected. In looking into the matter, I noticed that the picture I was trying to add was a.png image, not a.jpg. By resaving such files into the.jpg format, I was then able to add new pictures by this method: Insert > Blank > [select Blank] > Insert > Picture [select.jpg] Hope this helps.
